Communication regarding Code 95 training must comply with the conditions outlined in the Framework.

When do you need a Code 95 entitlement?
The Code 95 entitlement falls under the European Directive on Professional Competence. It is compulsory for all professional drivers in the European Union.
The latest guidelines focus on working towards several goals, including:
The Code 95 entitlement is marked on the driving licence with the number 95 after the vehicle category.
To whom does the compulsory Code 95 regulation apply?
This code is compulsory for the professional operation of a vehicle that requires the possession of a C1(E), C(E), D1(E) or D(E) driving licence.
Check here to see if you are eligible for exemption from the Code 95 obligation.
What is meant by the initial or basic Code 95 qualification?
All professional drivers must have a basic Code 95 qualification. To obtain this qualification, you must pass a theory test and two practical tests in addition to your regular driving training. The Code 95 entitlement is added to your driving licence after you have passed the tests for the basic qualification.
What is meant by Code 95 periodic training?
Every professional driver must complete 35 hours of periodic training every 5 years, including at least 7 hours of practical training, to retain their Code 95 entitlement.
You can only take the periodic training course if you already possess the basic qualification.
Professional driver’s medical exam
Candidates wishing to participate in professional driving training must undergo a medical exam before starting their training. A driving license will not be issued to people who fail this medical exam.
Each year, every professional driver with a C, D or E-category license must undergo a medical exam by an occupational health doctor.
Are you interested in becoming a professional driver?
Osseforth Opleidingen offers training for C, C1, D, CE and taxi licenses, including occupational health exams. However, we are not authorised to issue Fitness Certificates; candidates must arrange their own certificate online.
You can only participate in periodic training in the country where you live or work.
If you have completed the total 35 hours of training abroad, you can exchange your license and have the Code 95 entitlement added to a Dutch driving licence. For more information, visit this page from the Netherlands Vehicle Authority (RDW) website.
If you have attended periodic training courses abroad but have not fully completed your periodic training, you can have the individual courses registered with the CBR. To do this, you must:
Have proof of participation in a periodic training course that meets the Directive on Professional Driver Competence standards at an accredited training facility. You can supply this proof through an original statement or certificate from the authority or training facility from the EU country where you attended the periodic training.
You must also show that you lived and/or worked in that country during the periodic training.
